The Norchester Maintenance Fund Board of Directors will be holding their Monthly Meeting of Members in person at the clubhouse on Jones Rd. The next meeting, open to residents, is scheduled for Tuesday, May 21st, 2024, starting at 7:00 PM (Note new time!). (Normally the meetings are held on the 3rd Tuesday of the month.) Residents who wish to attend the meeting are welcome.


PLEASE CHECK THIS NOTICE FREQUENTLY AS MINOR CHANGES MAY BE MADE TO THE INFORMATION UP UNTIL THE ACTUAL MEETING.

In 2019, a newsletter for Norchester was restarted to provide a printed source of many things important to our subdivision. Thus the Norchester News, covering neighborhood happenings, came to life - thanks to a few dedicated residents striving to strengthen the flow of information in our community. It is intended for this newsletter to be printed and distributed to all Norchester residents on a “regular” basis. As an adjunct to that, all issues will also be available for downloading from Norchester.org. Overnight Parking Restrictions for Commercial Vehicles

The HOA Board has agreed to begin pursuit of a County/State petition to post a restriction for overnight parking of commercial vehicles in the community. See the following information pertaining to the restriction and a form for residents to vote for the restriction.

FEMA Insurance rates will go up this year(2019)
Bearing bad news is not fun, but Norchester Residents should be aware that the FEMA Flood Insurance rates are going up as you renew in 2019.  This will be true for the general area of Harris County, not just Norchester.   The increases will vary based on historical data, but be aware the increases are substantial in some cases. 
We have changed out trash service company. Why? 
If you have lived in Norchester since 2018, or earlier, you probably know our trash pickup was performed by Waste Management (WM). Most of us felt we had a superior service and had become “friends” with the guys that did the job so well. We had no inclination to change. So why did we make a change? In reality, it was kind of forced on us. Waste Management no longer wants to provide the type of services Norchester enjoyed for years. The Houston Chronicle article Jan. 28, 2019, explains what brought the change about. In 2016, Waste Management brought in a new, young CEO. Simply put, his take on the business was to go “High Tech” rather than just stay with “doing it the way we have always done it”. Their near term goal is a one man pickup using automation, leading to an autonomous driven truck pickup. This is the WM Corporate direction. Our trash services are contracted through the Cypress Creek Utility District (CCUD). The CCUD contracts for the services for both Norchester and Mills Walk. Their goal was to find another company that provided the same general service as WM had over the years. Cost was a minor factor in the selection. Similar service was the dominant criteria. That’s what brought the CCUD to select Texas Pride.

Texas Pride Disposal
On March 1st, 2019 Norchester Subdivision will transition the trash pickup services from Waste Management to Texas Pride. Norchester residents should not experience much change in the way things are done. Pickup days are still Wednesday and Saturdays. Texas Pride adds large item pickup to Wednesdays as well as Saturdays. Billing for trash services will still be included with you CCUD water bill. They will distribute new recycle bins. Below is a letter from Texas Pride with details of the pickup services. Pickup times may be very early in the mornings – or not. Urgent Message for Norchester Subdivision Owners – By-Laws and Deed Restrictions need to be revised, and then approved by residents.

The Norchester Subdivision By-Laws and Deed Restrictions were written about 50 years ago. They are out of date. They need to be replaced with documents that are consistent with Norchester here and now, and for the years ahead of us.  

These documents cannot be changed without the approval of the community’s residents. The Board of Directors (BoD) does not have the authority to do this. Currently, any change to the By-Laws and/or Deed Restrictions requires approval of 2/3 of the Owners. This is a tough barrier, and will require a lot of effort from a lot of folks for it to come about.

For several years there has been an ongoing effort to modernize the two documents. The current BoD has made the approval of these documents a top priority. The Board needs everyone’s help. Useful suggestions to move forward will be highly appreciated. 
 
The two documents are ponderous for a lay person. It may be English to some, but to most it might as well be in Latin. When the documents are ready for Owners’ review, we will provide a bullet point explanation of what each document is working to say, along with the document. We will probably first put this on this website for Owners’ feedback - in an attempt to save the costs of printing, and then changing, the first versions. When we get a realistic concurrence, we will put a final document up for a vote. We need to do this promptly – and we need to get it right for ourselves.  

Please give the Board members any suggestions and feedback that will help achieve this difficult task.
